He served at several short commands and onboard the USS Mississippi (CGN-40), USS Briscoe (DD-977), and USS Fletcher (DD-992) Richard also participated in Visit, Board, Search and Seizure (VBSS) operations in the Mediterranean and Red Seas, Persian Gulf, and Indian, Pacific and Adanik Oceans-accompanying photo depicts him returning with boarding team from VESS Op aboard vessel in background.
