Among the more architecturally sophisticated buildings for whom an architect has not been identified are … several of the more unusual apartment buildings in the district, including the Rutzler Apartments, which exhibits a handsome Italian Renaissance Revival facade. …
By the 1920s, Charlotte was facing a pressing need for middle-income housing. During the 1920s and 1930s, this need was partially met in Elizabeth by the construction of numerous multi-family buildings — duplexes, triplexes and small apartment buildings. The majority of the latter contained four units, although a few were more substantial, the largest being the three-story Rutzler Apartments on Louise Avenue, with thirty apartments.
