On May 11, 1898, while serving on the USS Marblehead, Carter was a member of a party sent to sever the communications cables from the Spanish fortifications at Cienfuegos, Cuba. Carter set an example of extraordinary bravery and coolness as the party moved within 15 feet of the enemy shore, coming under continuous heavy fire during the 80 minutes required to cut the cables.
