From the National Register Nomination:
Samuel Wineman built the Wineman Block in 1895 as a two-story brick building. The first story had two 25ft wide storefronts on Fourth Street, one which held the H. L. Wineman clothing store, the other the E. J. Chamberlin Ladies store. On the second floor, Wineman provided his building with an opera hall seating 500. The hall was the largest in Devils Lake and the setting for social and theatrical gatherings until 1909 when a separate opera block, the Grand Opera House, was built. Sam Wineman quit the clothing business in 1907, selling out to White and Henderson clothiers which took over the first floor at the corner of 4th St. and 4th Ave. The adjacent two-story addition to the east, which has a 50ft frontage along Fourth Street was constructed in 1909 and shares a common basement and first floor with the original Wineman Opera House Block. At the completion of the addition, the two buildings became known as the Bangs-Wineman Block. In 1916, Harry E. Baird purchased the Bangs-Wineman Block and greatly expanded the old Wineman Opera House portion adding to the rear of the building along Fourth Avenue to the alley and adding a third story. This work was known as the Baird expansion, and the entire complex became known as the Baird Block.The original building had three bays on the north façade and four bays along the west facade separated by plain brick piers. The two shallow rectangular bay windows on the second floor, north façade, are original. The iron cresting atop the projecting bays is original. Between them is the original date block “1895” carved in the header course. Above the date block and header course was a red sandstone coquillon which was repeated at the sides of the raised parapet in two half sections. These decorative elements are there today. At the cornice was the original name block "Wineman" (removed after 1916). Within the bays along the west side of the original building, second story windows were 1 over 1 double hung. The building is faced in common cream brick with red grout.

Samuel Wineman constructed this two-story building with two twenty-five-foot-wide storefronts, one containing the H. L. Wineman Clothing Store and the other housing the E. J. Chamberlin Ladies’ Store. On the upper story, Wineman developed an impressive 500-seat opera hall as a contribution to local culture. In 1909, D. L. The Bangs-Wineman Block on Fourth St., Devils Lake, North Dakota, USA, was built in 1895. It has also been known as Glicksons Department Store. It was listed on the National Register of Historic Places in 1985. Its 1985 NRHP nomination does not identify an architect for the building, but it is included in the 1989 NRHP-listed Devils Lake Commercial District, where "John A.
