1. Anthony Modderman Marker
Liberale strafrechtgeleerde en staatsman uit een vooraanstaande Groningse familie. Was al op 25-jarige leeftijd hoogleraar aan de Universiteit van Amsterdam en van 1879 tot 1883 minister van justitie. Modderman stelde onder andere de eerste Nederlandse Drankwet op, waardoor verkoop aan kinderen onder de 16 jaar en openbare dronkenschap strafbaar werd. Ook maakte hij wetten rondom tucht op koopvaardijschepen, kinderarbeid en dierenbescherming. Als fervent tegenstander van de doodstraf wist hij een amendement voor handhaving daarvan tegen te houden. Modderman is vooral bekend door zijn betrokkenheid bij de vaststelling van een nieuw Wetboek van Strafrecht, dat de basis van het Nederlandse strafrecht vormt.

Modderman drafted, among other things, the first Dutch Liquor Act, which made sales to children under the age of 16 and public drunkenness punishable. He also made laws regarding discipline on merchant ships, child labor and animal protection. As a staunch opponent of the death penalty, he managed to block an amendment to maintain it. Modderman is best known for his involvement in the adoption of a new Criminal Code, which forms the basis of Dutch criminal law.

Modderman was born in Winschoten, to Hendrik Jacob Herman Modderman and Adriana Sibylla Catharina Emmen. He studied Roman and Contemporary Law in Leiden, graduating in 1863, after which he settled in The Hague to become a lawyer. Modderman was appointed as Minister of Justice on 20 August 1879. As minister, he successfully opposed the reintroduction of the death penalty in 1881. He left office on 23 April 1883 and was given the honorary title of Minister of State six days later. Modderman died in The Hague.
