Inscription. The Panama City High School was the first modern school in Bay County. The property, amounting to 5.16 acres, was given by the Gulf Coast Development Company to the trustees of special school district number twelve of Bay County. Ground for the $25,000.00 school was broken on Monday, October 12, 1914. The architect was S. J. Welch of Pensacola and Dobson and Olive of Montgomery were the contractors. Formal dedication was on October 4, 1915. It housed grades one to twelve. After Bay County High School opened in 1926, this building became Panama Grammar until it closed in June 1965. The school was purchased by the Wallace Memorial Presbyterian Church (now First Presbyterian) that same month.
