Inscription. Brigadier General Dan L. Locker, USAF MC was born 23 June 1946 in San Antonio to Dr. and Mrs. Braswell Locker. Raised in Brown Co., he graduated from Brownwood High School in 1964 then Southwest Texas State in 1967. After teaching school at Early High, he attended the University of Texas (Long) Medical School in San Antonio graduating in 1973. While in medical school he received a USAF scholarship and commission. He received post graduate training in family practice at Scott AFB, Illinois and general surgery at Keesler AFB, Mississippi, finishing in 1979. His US Air Force assignments to Mountain Home AFB, Idaho then USAF Medical Center Weisbaden, Germany began a career of surgical innovation and leadership.

While in Germany, Brigadier General Locker assisted in the rescue/recovery of US Marines involved in the terrorist bombing, Bruit, Lebanon, in October 1983. From this experience, he identified the need for a medical rapid response capability. He helped design and implement the Flying Ambulance Surgical Trauma (FAST) teams. The FAST concept had sweeping impact and was implemented throughout the Department of Defense and ally nations. FAST is the basis for providing early surgical intervention in the war zone. As a flight surgeon, Brigadier General Locker obtained over 1100 hours flight time in trainers, fighters, transports, bombers and helicopters. After commanding two hospitals, he served as the Director of Air Force Medical Assignments, Randolph AFB, Texas then US Air Forces Europe Command Surgeon, HQ USAFE Ramstein, Germany. On promotion to Brigadier General, he became Medical Center Commander and DOD Lead Agent Region IV, Keesler AFB, Mississippi. outstanding rating on its Inspector General Inspection and received the Presidential Outstanding Unit Citation. During his 32-year Air Force career, he received many awards including the Defense Superior Service Medal, Legion of Merit with Oak Leaf Cluster, Defense Meritorious Service Medal, Meritorious Service Medal with 3 Oak Leaf Clusters and AF Commendation Medal. Brigadier General Locker was honored as a distinguished alumnus for Texas State University in 2001. On retirement, Brigadier General Locker returned to Brownwood serving as a General Surgeon and community leader. He married Cynthia L Lindly of Early and they have three children and nine grandchildren.

USAAF, MC (WW II); Billie Sigler Locker, 2Lt USA, NC (WW II); Dan L Locker, BGen USAF, MC (career service through multiple conflicts); D Ryan Locker, Maj USAR, JAG (OEF/Afghanistan).

Brig. Gen. (Dr.) Dan L. Locker is Commander, 81st Medical Group, Keesler Air Force Base, Miss. He is also lead agent for the Department of Defense Health Services Region IV. As commander, he is responsible for the direct delivery of health care to more than 50,000 patients in the Keesler Air Force Base area, and for providing referral and consultative services to an additional 605,000 beneficiaries in a five-state region. General Locker ensures the availability of major war and peacetime medical readiness response forces, and directs all managed health care activities in Department of Defense Region IV. Additional responsibilities include direction of five graduate medical education programs, the only DOD clinical genetics laboratory and an extensive clinical research program by one of three Air Force clinical research laboratories. He leads more than 2,000 health care professionals and manages a local budget of $179 million, and a regional managed care contract of $3.8 billion.
