The "can-do" Mayor of Arlington from 1987-97 who was instrumental in keeping the Texas Rangers franchise in his city in the early 1990s. His relentless determination resulted in an agreement with the Rangers and City of Arlington in October 1990 to build a new ballpark. Led the campaign funding effort that was approved by a two-to-one margin in a city election in January 1991. Worked closely with the Rangers in the design and construction of The Ballpark in Arlington, which opened on budget and on time to rave reviews. Had the honor of throwing out the ceremonial first pitch at the ballpark's inaugural regular season game in April 1994. The ballpark's centerfield batter's eye is known as "Greene's Hill". Has been a staunch supporter of Texas Rangers baseball for nearly 50 years. Since leaving office, has continued to play an influential role with the Rangers through the Richard Greene Scholars Program, which has provided more than $1.2 million in college scholarships to Arlington high school students since 1996. The program has become a cornerstone leadership development forum to support Arlington youth and was recognized
