In 1889 Walter Phillips, Vigo County deputy surveyor, laid out lots in this area that became known as Twelve Points. Phillips had foresight and was an aggressive promoter, a hardheaded businessman who became known as the 'Father of Twelve Points'. We honor his memory and contributions with this sculpture.
