Maar liefst achttien dagen duurde het debat over de Mammoetwet. Het was KVP'er Jo Cals die als onderwijsminister in het kabinet Drees III deze onderwijswet na ferme verdediging invoerde. Hierbij ging het voortgezet onderwijs flink op de schop, wat tot meer hogeropgeleiden en toegankelijk onderwijs voor iedereen moest leiden. Cals werd in 1965 minister-president van een kabinet waarin de KVP 50 zetels had en dat anderhalf jaar later viel tijdens de zogenoemde Nacht van Schmelzer. In deze vergadering, die tot tien voor half zes in de ochtend duurde, kwam partijgenoot Norbert Schmelzer met kritiek op de begroting en een motie. Het kabinet zag dat als een gebrek aan vertrouwen en stapte op. Cals hield zich daarna onder andere bezig met de herziening van de Nederlandse Grondwet, die er uiteindelijk in 1983 kwam.
The debate on the Mammoth Act lasted no less than eighteen days. It was KVP ( Katholieke Volkspartij = Catholic Peoples Party) member Jo Cals who, as Minister of Education in the Drees III cabinet, introduced this education law after a vigorous defense. This involved a major overhaul of secondary education, which was supposed to lead to more highly educated people and accessible education for everyone. In 1965, Cals became Prime Minister of a cabinet in which the KVP had 50 seats and which fell a year and a half later during the so-called Night of Schmelzer. In this meeting, which lasted from ten to half past five in the morning, party member Norbert Schmelzer criticized the budget and submitted a motion. The cabinet saw this as a lack of confidence and resigned. Cals then occupied himself with, among other things, the revision of the Dutch Constitution, which was finally introduced in 1983.
