Nació en la ciudad de Puerto Plata el 20 de agosto de 1856-1932 Abogado, Maestro, autor y compositor de las letras del Himno Nacional Dominicano, considerado uno de los grandes aportadores de la identidad nacional dominicana, los valores patrios y morales de República Dominicana.
Fue diputado en el Congreso Nacional y "Secretario de Justicia e Instrucción Pública" durante el gobierno de Francisco Henriquez y Carvajal.
La mayoría de sus obras literarias estaban dirigidas a la exaltación de los valores patrióticos, el respeto, amor a la soberanía y a la defensa de la Independencia Nacional.
He wrote the lyrics of the National Anthem
August 20, 1856 – 1932. A lawyer, teacher, author, and composer of the lyrics of the Dominican National Anthem, he is considered one of the great contributors to the Dominican national identity, as well as the country's patriotic and moral values.
He served as a congressman and "Secretary of Justice and Public Instruction" during the government of Francisco Henriquez y Carvajal.
Most of his literary works were aimed at promoting patriotic values, respect, love for sovereignty, and the defense of National Independence.
