Regarding Richard Coulter. Born in March, 1788 in Westmoreland County, PA, he studied law and was admitted to the bar in 1811. He commenced the practice of his profession in Greensburg, PA, where he became chief burgess. Coulter was a member of the Pennsylvania House of Representatives from 1816 to 1820 before returning to his law practice. In 1826 Coulter was elected to the U.S. House of Representatives in the Twentieth Congress

2. Richard Coulter Marker

and reelected as a Jacksonian to the Twenty-first through Twenty-third Congresses. He was elected judge of the Supreme Court of Pennsylvania and served from September 16, 1846 until his death on April 21, 1852 in Greensburg.
