While Chestertown has been settled since 1706 and was incorporated as a town in 1805, its government did not include a mayor or equivalent until the 20th century. The first President of the Board of Town Commissioners was John W. Hirons, elected in 1906. In 1929, Barns was elected to serve in this capacity. The title of Mayor began to be used in 1931, with the election of Charles N. Satterfield.
