Built according to the Quartermaster General's standard plan for bakeries developed in 1894, the Post Bakery is utilitarian in style, designed to be functional rather than visually striking. It was constructed for $3,494 with two brick chimneys and enlarged on the east side in 1912. While an active bakery, Building 309 contained a baker's room, ovens, proof racks, a store room, a dough trough, and an eating table. This was the second bakery built at the fort, replacing a wooden-frame structure built in 1886.

The bakery was located next to the three large barracks and mess halls so troops had easy access to baked goods. This building later served as the Post Library when books were transferred from the Officers' Club (Building 208) in the late 1950s.
