Inscription. Hans Kelsen, a leading legal philosopher of his century, was a judge on the Supreme Constitutional Court of Austria. The principal framer of the Austrian democratic constitution of 1920, and an authority on international law and the United Nations. A refugee from the Nazi regime, he was appointed Professor of Political Science in 1945 and remained an active member of the Berkeley campus community long after his retirement in 1952. The lower floors of Stephens Hall housed the Hans Kelsen Graduate Social Science Library from 1964 to 1994.
