The founding meeting was chaired by Karl Theodor Seydel, the mayor of Berlin.

In late 1864, the Jewish physician Dr. Julius Beer and the city council secretary Ferdinand Meyer called for the establishment of a historical society, with the aim of preserving the city's dwindling historical heritage for future generations. On January 28, 1865, those interested gathered for the inaugural meeting at the Café Royal, located at the corner of Unter den Linden and Charlottenstraße.
