In 1777 the Continental Congress passed the first Flag Act and resolved that the union, symbolizing "a new Constellation," would be represented by thirteen white stars on a blue field.
In 1795, two additional stripes and two stars were added when Kentucky and Vermont joined the Union.
In 1818, the decision was made to go back to 13 stripes and adding one star for each state in the Union.
In 1912, President Taft established the arrangement of the stars in six horizontal rows of eight stars each. Subsequent orders from President Eisenhower in 1959 added rows to accommodate stars for Alaska and Hawaii and staggered the arrangement of the stars.
