1. Carl W. Hoover, Jr. Marker
Inscription. A career Department of the Army civil servant, Mr. Hoover was a founder and Board Member of Action in the Community Through Service (ACTS). He began the Housing for the Homeless Task Force; was member of the Board of the Association of the Retarded Citizens (ARC) and Greater Prince William and was a member and Chairman of the Prince William County Social Services Baord. In 1981, he received the County's Distinguished Services Award.
