The Pacific House was built by James J Miller in 1888. Mr. Miller was the first President of the Village and the first Mayor of the new City of Gladstone. Mr. Miller also built the first grocery store and meat market in the city. When James Miller arrived in the area, there was only one permanent building down by the dock, and that was the home of Luther LaColmbe. The LaColmbe's were the first family to settle in the city. James Miller stayed with the LaColmbe family for a few weeks. The Pacific House was the first brick building built in the city. It had 25 rooms and some were heated, as well as a three-hole privy out back. In 1891 he sold the Pacific House to John Sanford and moved his family to Benton Harbor Michigan.
John Sanford lived with his wife Elizabeth and six children at 705 Minnesota Ave. He had immigrated from Nova Scotia in 1863 to Wisconsin then settled in Gladstone. He owned the Pacific House, and it was managed by Mrs. George Schwab. The former Fanny Rehbein married George Schwab in 1920. George owned a plumbing shop in the city.
Mr. Sanford sold the hotel to Edwin Peterson in 1922. Mr. And Mrs. JV Clark operated the business until 1925 when it was renamed the Levi Building and converted to apartments.
The new apartments were completed with electricity and indoor plumbing. It is unknown as to when this beautiful building no longer graced Delta Ave.
