The plaque is in the lawn at the bottom of the photo.
Sather Tower is the third-tallest clock and bell tower in the world.

3. Founders' Rock
On 16 April 1860, the trustees of the College of California met at the location of Founders’ Rock to dedicate their new campus. A plaque monumented on the highest boulder reads:
College of California
April 16, 1860
Inscribed May 9, 1896

The plaque was monumented by the UC Berkeley Class of 1896 to commemorate the dedication of the campus.

4. International House
International House Berkeley was part of a larger "International House movement," founded by Harry Edmonds, with the funding and support of John D. Rockefeller Jr. It opened on August 18, 1930.
