A Vittorio Emanuele II, Italia serva, divisa, con mirabile virtù rese indipendente, libera, una. Nel quinto anniversario della sua morte, lacrimata dall’intero mondo civile. Raffermando il plebiscito 21 ottobre 1866. Verona memore, grata, sicura eress, 9 gennaio 1883.

English Translation:
To Vittorio Emanuele II, Italy, once enslaved and divided, through admirable courage was made independent, free, and united. On the fifth anniversary of his death, mourned by the entire civilized world. Reaffirming the plebiscite 21, October 1866. Verona, mindful, grateful, and confident, erected this January 9, 1883.

Victor Emmanuel II (Italian: Vittorio Emanuele II; full name: Vittorio Emanuele Maria Alberto Eugenio Ferdinando Tommaso di Savoia; 14 March 1820 – 9 January 1878) was King of Sardinia (also informally known as Piedmont–Sardinia) from 23 March 1849 until 17 March 1861,[a] when he assumed the title of King of Italy and became the first king of an independent, united Italy since the 6th century, a title he held until his death in 1878. Borrowing from the old Latin title Pater Patriae of the Roman emperors, the Italians gave him the epithet of "Father of the Fatherland" (Italian: Padre della Patria).
