Inscription. The establishment of the Laguna Niguel Corporation by Cabot, Cabot & Forbes in 1959 was the genesis of today's Laguna Niguel. The Laguna Niguel Corporation retained the firm Victor Gruen & Associates to develop a detailed community plan for the 7,100-acre site; making Laguna Niguel one of the first master-planned communities in California. "Sea Country" was the promotional and marketing slogan used by the Laguna Niguel Corporation to describe Laguna Niguel in the 1970s and 1980s.

Sea Country remains the motto and is still used by the City today. The City's Sea Country Senior and Community Center bears this name.

The "Sea Country" element of the City Seal, along with the ocean view through the valley, reflects the picturesque setting of the City and the coastal influence of the area.
