Inscription. In 1926, a young entrepreneur. W.R. "Bob" Meadows, followed his vision and launched a new concept and company on this Kimball Strest site. He knew that energy forces related to seasonal conditions caused concrete to expand and contract, resulting in deterioration and failure. He reasoned that these forces could be controlled, which he did by developing asphalt and wood fiber expansion joints. On this concept, W.R. Meadows, Inc. was founded. Since then, the company's product line has expanded into hundreds of problem-solving materials for pavements, bridges, airports, parking decks, plazas, concrete slabs, and other concrete uses.

The company acquired and expanded into the Jefferson Ice Company building at 2-8 Kimball Street in 1951. Between 1958 and 1969, all the land between the Fox River and Grove Avenue was purchased, including the properties owned by McClure & Struckman Lumber Company, Fox BBQ, Elgin Lumber Company, Hitzeman Company, and Elgin Coal and Oil. The Kimball Street facilities functioned until they were demolished in November, 1998.
