In November 1835, the thirteen settlements in Texas met at San Felipe to form a provisional government. The council did not declare independence at that time but swore allegiance to the 1824 Mexican Constitution. That Constitution severely limited the powers of the Mexican President and declared the Catholic faith the only legal religion in Mexico. The Constitution opposed slavery but calling slaves "indentured servants" was allowed. In 1835 General and President Antonio Lopez de Santa Anna of Mexico abolished the Constitution of 1824 which was very popular among Mexican citizens. The Mexican colonists in Texas, still loyal to Mexico, removed the center eagle from the Mexican National Flag and replaced it with "1824"; their way of protesting and asking that the 1824 Constitution be restored. Santa Anna refused and this led to loyalties switching to Texas and the beginning rumbles of the Texas Revolution. Some accounts show this flag flying at the Alamo.

Represented in the park are 13 significant flags flown during the Texas Revolution as Texas became a sovereign nation. With over 50 to choose from, 13 were selected to symbolize the 13 colonies of Texas at the time and the 13 day siege at the Alamo. Historian Jim Walker worked tirelessly with Stephen Hardin and Stephen Moore, noted Texas authors and historians, in choosing the flags.
