Inscription.
Charles E. Billings and George D. Edmands built a brick building on this hill south of the Bulkeley dam. The machinery in this plant was powered by a long belt from the mill in the hollow below. Manufacturer's tools were made here.

This factory was still operating in 1915. The cement steps from the building down the hillside to the brook are still intact. There are also tool remnants imbedded in cement footings near where the building stood.

C. E. Billings was also a founder of the Billings and Spencer Company, which manufactured tools in Hartford, CT. He was the inventor and patent holder for numerous tools, which his companies manufactured. He maintained a summer home and farm in the Dividend Pond area.
