Inscription. Construction of the Chapel of the Good Shepherd was primarily a result of the diligent efforts of the Home's Catholic priest, Father Charles Kemper. For years, Catholic services were held in the Protestant Chapel—at first in the main sanctuary, then later in the basement. By the year 1880, resident Catholic Veterans numbered nearly 2,000 men, and Father Kemper, who was employed part-time, lobbied to the NHDVS Board of Managers that these men should have their own church. In 1898, his dream was realized as he directed the building of the new chapel and became its first fully-appointed chaplain.
