Inscription. Howard University Law department opened as a two-year program in 1869, becoming a full-time law school in 1929 under Charles Hamilton Houston. By the 1930s, it had trained a fourth of the country's Black lawyers, including future Supreme Court Justice Thurgood Marshall.
