Inscription.
Born February 9, 1947, in Clarksburg, West Virginia, Richard proudly served as an Armor Crewman with Company M, 3rd Squadron, 11th Armored Cavalry Regiment — the legendary Blackhorse Troopers.

On September 7, 1969, at the age of 22, he was killed in action in Binh Long Province, South Vietnam, while commanding a military vehicle during a combat operation against a hostile force. He gave his life in the service of his country and in the defense of his fellow soldiers.

This building is dedicated in grateful memory of his courage, sacrifice, and unwavering devotion to duty.
