of the Navy Ship from which this gun was obtained

This gun has been said to have been aboard USS Portsmouth, but that pre-Civil War Sloop of War was stricken from the Naval Registry in 1915 and probably never carried a gun like this. I would like to be able to identify the gun and then the ship from which it was obtained by the White Plains Chapter of the Daughters of American Revolution to present to the no longer existent AMEX Post 532 of the Veterans of Foreign Wars to present to the City of White Plains in 1922. Can you help me do this?
