Born in Aguascalientes, Founder and Director of the Scientific and Literary Institute. Was Governor of his home state; Secretary of the Government in 1857 and of Foreign Affairs in 1862. Founded the Revista Americana (American Magazine) in London and dissuaded Great Britain in its support of the French intervention of Mexico. He died in Paris, France.
