Inscription.  John L. Vance Gallipolis, Ohio A.D. 1839 A.D. 1921 He served untiringly as president of the Ohio Valley Improvement Association for more then a quarter of a century and weary with the weight of the years he passed on, bequeathing to others the rich harvest to be gleaned from his strenuous and faithful labors much is due the memory of such a man whose vision has now been realized “where there is no vision the people perish” (artwork)
