roadways. Virginia law dictates only signs erected by the Virginia Department of Transportation can be placed along state roads. In 1999, Del. William J. Howell (R-Stafford) introduced legislation to allow markers commemorating law enforcement officer or VDOT worker killed in the line of duty, which would allow this one to remain. That legislation was tabled, effectively keeping this marker illegal. However, VDOT workers avoid disturbing memorials such as this one, which has allowed it to remain to this day.

In February 1999, the Virginia Senate approved a bill renaming the Route 610 (Garrisonville Road) Bridge for Trooper Cheney, who died in the line of duty approximately 3.5 miles south of the bridge.
