1. Thomas Kennedy Marker
Inscription. An advocate of religious liberty, Thomas Kennedy was born in Scotland and immigrated to America in 1795. He was elected to represent Hagerstown in the Maryland legislature in 1817 and served on a committee tasked with considering removing the “political disability of the Jews”. in 1819, his committee submitted “an act to extend to the sect of people professing the Jewish religion the same rights and privileges that are enjoyed by Christians.” it was initially unsuccessful and he was defeated for reelection in 1823 over this issue. Reelected in 1825, he reintroduced the measure. It became law in 1826. In the next election, Jewish citizens Solomon Etting and Jacob Cohen were elected to the Baltimore city council.
