Unfortunately, like many of the markers on the northern part of Paseo de la Reforma, this one also has likely been stolen.

English translation:
Sostenes Rocha
Born in 1831 in Mineral de Marfil, Guanajuato. He graduated from the National Military School and participated under the rank of General during the Siege of Querétaro. He was an effective supporter of Benito Juárez. He died in 1897.
