Regarding Héctor Victoria Aguilar. Héctor Victoria Aguilar was a Mexican trade unionist, politician and legislator, born in Conkal, Yucatán on December 29, 1886 and died in the city of Mérida in 1926. Deputy for Yucatán in the Constituent Congress of Querétaro in 1916, he participated in the writing of the Mexican Constitution of 1917, attributing to him the content of a large part of the provisions relating to work and social security, particularly Article 123, which includes the laws for the 8-hour day, minimum wage, hygienic working conditions, prohibitions on abuse of sharecroppers, payment of wages

The statue shows Victoria Aguilar holding a quill pen as a symbol of his efforts to include greater civil rights in the Mexican Constitution of 1917. He is shown standing on rails as a symbol of his early work on the railroad and then as a supporter of the rights of railroad workers.
