Regarding Sir Daniel Dixon Bart [Baronet]. Belfast was perhaps at the height of industry and commerce in the first decade of the twentieth century, its shipyards preparing to build the largest commercial steamships to that time, including RMS Titanic. Hence, the 1910 bas reliefs reflect a romanticized view of Belfast's accomplishments and promising future and Dixon's role in that growth.

From the Belfast City Hall official website:

Sir Daniel Dixon was seven times Chief Magistrate, Chairman of the Harbour Board and Lord Mayor of Belfast in 1892-1893, 1901-1903 and 1905-1906. This memorial is the work of W Hamo Thorneycroft and was unveiled
