was built and this library established
by virtue of a bequest of.
Fifteen thousand dollars in the will of
Capt. Caspar Wistar Wallace, C.S.A.
A native and life long citizen of Fredericksburg, Virginia
1835 - 1907

He ennobled his manhood as a civil and military officer
his profession as a lawyer and his life as a good citizen
