Inscription. This park is dedicated to Peter B. English in honor of his many years of service to the United States Corps of Engineers and to the City of Owensboro. Through his tireless efforts, the land for this park became a reality. An avid sportsman, historian and civic leader, he has served his city well. He served as the Chairman of the Owensboro Riverport Authority.
