From 1905 to 1945, it housed city hall, city jail, and the fire department, followed by law offices. From 1915 to 1964, a large windowed bay on the upper level, supported on poles extending to the sidewalk, gave a panoramic view of the square to lawyers upstairs until it burned and was removed.
