1. Built 1912 Marker
Inscription. The first house on the square, built here by the Russey family about 1810, was followed in 1830 by the Ballard House, the first of several hotels and taverns. In 1857, a reception was held at the hotel for local attorney W. E. Venable, US minister to Guatemala. The present building, constructed by the Presbyterian Church USA, was bought in 1945 for use by city hall and Franklin County Library and sold in 1954 to Winchester Masonic Lodge No. 158.
