Inscription. The U.S. Navy was formed by a resolution of the Continental Congress on October 13, 1775. They were briefly disbanded at the end of the American Revolutionary War but were permanently reformed with the Naval Act on March 27, 1794. The U.S. Navy is the world's largest naval force in terms of manpower On, above, and below the water, the Navy is America's forward deployed force and is a major deterrent to aggression around the world.
