Inscription. Serving as Assistant Deputy Chief of Staff for Plans, Headquarters Military Airlift Command (1960-1983), he helped conceive, develop, and bring to fruition numerous airlift enhancement and modernization programs including the C-5 Wing modification, the C-141 Stretch, and the addition of emergency cargo conversion features to wide-bodied commercial passenger aircraft in the Civil Reserve Air Fleet. Additionally, his vision and expertise in air mobility helped shape the national Airlift Expansion Act, which provide the legislative foundation for joint—military and commercial—aircraft development.
