Inscription.
On August 4, 1790, the coast guard was constructed with ten "cutters" to enforce federal tariff and trade laws, prevent smuggling, and to protect the collection of federal revenue.

The coast guard served as the nation's only armed force on the sea until congress launched the navy department eight years later.
