Inscription. Born near Lamira, Ohio on March 2, 1860, Susanna Madora Salter moved to Kansas with her family at age 12. She attended Kansas State Agricultural College, married a fellow student, and became a leader in the local Woman's Christian Temperance Union of Argonia, Kansas. In 1887, men seeking to embarrass the WCTU nominated the 27-year-old Salter for mayor on the Prohibition Party ticket as a prank. Their plan backfired and Argonia, Kansas elected the nation's first woman mayor.
