Perth was created in 1816 as part of a grand British defence strategy which included the Rideau Canal and Fort Henry at Kingston. By 1822 Perth had burst into a vibrant frontier town, the new County Seat for the District of Bathurst in Upper Canada.

Society in Perth was a unique blend of military officers, magistrates, Scottish farmers, clerics and merchants. The townspeople were ambitious. They sought affluence and stature for themselves and their town. They desired a connection with the more civilized parts of the country. A canal was their answer.

Perth vit le jour en 1816 dans le cadre d'une vaste stratégie de défense britannique qui mena à la construction du canal Rideau et du fort Henry à Kingston. Dès 1822, Perth était devenue une ville de pionniers affairée, qui était le chef lieu de comté du district de Bathurst au Haut-Canada. La société de Perth était un mélange fort particulier d'officiers de l'armée, de magistrats, de fermiers écossais, d'ecclésiastiques et de commerçants. Les gens qui étaient ambitieux, voyaient grand pour eux-même et pour leur ville. Ils voulaient être rattachés aux régions les plus civilisées du pays. Le canal concrétisa leur rêve.
