Inscription. State Senator Thelma Harper graduated from Tennessee State University in 1978 with a degree in Business Administration and Accounting. Since 1991, Harper has served as Senator for the 10th District in the Tennessee General Assembly. Her political career has led to the position of delegate for the 1980, 1984, 1988 and 1992 Democratic National Conventions.
