1. Muskingum Lock No. 1 Marker
Inscription. In 1878 the Corps of Engineers found that the Muskingum River above Dam No. I could provide shelter from river ice for Ohio River steamboats. This Ice harbor needed access through Dam No. 1 but the old Harmar lock was too small. In 1891 a double chamber lock was completed to allow passage of the largest boats. The hourglass shape allowed boats to position themselves for passage through the Putnam St. bridge swing span. George W. Goethals, later famous as chief engineer in construction of the Panama Canal. supervised the project.
