Inscription. Of the Omaha class scout cruisers, the U.S.S. Richmond, third ship bearing the Richmond name, spent her entire service in Atlantic and Pacific Ocean operational areas. During peaceful years she was frequently a cruiser division flagship and until 1941 flew the flag of Commander, Submarine Force. When World War II began, she was patrolling the eastern and central South Pacific performing the tasks intended by her designers. The flagship U.S.S. Richmond began firing in anger in the Aleutian area in early 1943 and played a significant role in turning back a superior Japanese force during the battle of the Komandorskis, March 26th 1943, a battle lasting 3 1/2 hours, the longest continuous gunnery duel in modern naval history.
