At age 16 Galusha Pennypacker joined the Pennsylvania Volunteers in the Civil War. Promoted rapidly, he became a general before age 21—the youngest general in the U.S. military. He died in Philadelphia in 1916.
A memorial committee, along with the State Art Commission, invited Charles Grafly to design this bronze sculpture. In the Beaux-Arts tradition, Grafly imagined the young general in classical attire flanked by tigers. When Grafly died, his former student Albert Laessle took on the project, and the work was then donated to the city of Philadelphia.
