Inscription. James E. Williams, Sr. was born in Maysville, Kentucky and graduated from Wilberforce University. As an independent candidate he was elected the first Black Mayor of East St. Louis, Illinois in 1971. He fought for the rights of minorities to secure construction jobs in the St. Clair County area.
